An "Accounts Payable" is the debt (or liability) that occurs when an agency purchases goods or services from a supplier. The Ohio Administrative Knowledge System (OAKS FIN) is a statewide enterprise resource planning application that provides financial (FIN) functionality for all agencies, boards, and commissions.
The Accounts Payable (AP) module is used to enter vouchers (transactions that are used to initiate payment) for goods and services owed by the state to outside suppliers (i.e., suppliers) and other state agencies. The AP module is also used to approve vouchers, check for purchase orders, issue warrants, and process ISTVs.
